# The PowerAccountability Pairing

### Category

IL

### Definition

The principle that accountability is only real when matched with authority. Two named models: [The Scapegoat Model] -- responsibility without authority, the operator's design failure outsourced to the role -- and [The Real Accountability Model] -- responsibility matched with authority.

### Explanation

Every role failure that looks like a people problem is worth testing against this pairing first. A server "not stepping up," a lead "not taking initiative," a cast member "not caring" -- in a large share of these cases, the role was designed under [The Scapegoat Model]: accountability was assigned, but the authority to actually change the outcome never was.

[The Real Accountability Model] is the corrective, and it's a design obligation, not a training outcome. You cannot coach a cast member into having authority that the role never granted them. The operator has to build the pairing into the role before the role goes on the stage -- otherwise the failure the operator is frustrated by is a failure the operator's own design produced.

This is the same architecture as [The Accountability Demand] stated from the operator's design obligation rather than the role's structural requirement -- two entries into one underlying principle: power and accountability travel together, or neither one means anything.
